CTC was founded in 1998 after the Principal Partners left Leeward Community College . While at LCC, CTC's Principal Partners were responsible for establishing and implementing the testing procedures and classes for the Commercial Driver's License Program. During that time, CTC's Principal Partners developed classes to cover all the tests necessary to obtain a CDL as well as drafting all related books and classroom materials. CDL Skill Training, Driver Improvement Programs, Fork Lift Training & Certification Programs as well as special courses to cover Airport Rescue Fire Fighting Operations, Hazardous Materials Transportation, and Personnel Lift Training & Certifications were also subsequently developed.
