Northwest CDL Test Center, Inc. was found in 1993 when Mr. Ken Howell purchased the rights from Owen's Community College. Owens had been doing the testing since 1991 to begin the process of converting Chauffer Licensed drivers into the new Commercial Driver License.
The Commercial Driver License was mandated by the Federal Government in order to help stave the number of people that were holding licenses from multiple state jurisdictions and avoiding accountability for their infractions. The law mandated that by April 1, 1992 all drivers of Commercial Motor Vehicles must posses a Commercial Driver License.
After two years of serving the large number of drivers requiring the conversion of their Chauffer's License to a CDL Owens elected to get out of the testing business and that led to the creation of Northwest CDL Test Center, Inc. founded by Mr. Ken Howell. Mr. Howell was an examiner for the State of Ohio and an employee of Owens at the time which gave him the experience needed to administer quality tests to these new truck drivers.
Mr. Howell first opened Northwest CDL Test Center, Inc. on Central Ave, in Toledo, OH at the Riechart Building. Northwest CDL later moved to Rossford, OH in 1998 into the Hunger Industrial Complex just of I-75. In 2001, Northwest CDL Center moved again to its current home on Oregon Rd. in Perrysburg, OH. Here they have built the most beautiful testing facility in the State of Ohio and continue to provide high quality, valid and reliable testing to help keep the motoring public safe.
